Welcome to the Custer Hill Club—a gentlemen’s club that meets in a luxurious hunting lodge. Its members are among America’s most powerful businessmen, military officers, and government officials. Ostensibly, the club is a place where old friends can get together in a relaxed atmosphere. But over the course of a fall weekend, its top brass gathers to discuss the tragedy of September 11—and to finalize a plan for retaliation, codenamed Firestorm.
