Working for the SS in German-occupied London has never been easy for police inspector John Rossett, but he makes the best of it. When SS Captain Karl Bauer, a cunning, ruthless man, murders the American consul in Liverpool and then goes on the run, Rossett is assigned to find the killer.
While the Nazis still have a firm grip on London, Liverpool is run by criminals and the British resistance. The port city with its countless destroyed buildings seems the ideal place for Bauer to hide. Bauer, nicknamed 'The Bear', has now renounced his loyalty to the Nazis and has shifted his focus to Rossett. Bauer wants to destroy Rossett and will not let anything or anyone stop him. Rossett fights back, and while the German occupation seems to be on its last legs, he shows how the power of one man can make all the difference.
